Congratulations
River Bend schools’ (Fulton) Media Specialist, Nancy Buikema, received the surprise of her life on Oct. 2nd. She received a phone call asking her to hurry over to the other school building in the district because there was an emergency there. She walked in to find an assembly of students gathered, representatives from the press, and staff from Office Max waiting to present her with their new “A Day Made Better” award of $1,200 in office supplies! The new community initiative sponsored by Office Max recognizes dedicated teachers who are nominated by their principals. Nancy received one of the 1,000 awards given nationwide and was one of only two school librarians who were recognized.
See http://officemax.mediaroom.com/index.php/adaymadebetter for more details on the award.
This came on the heels of learning that one of Nancy’s students had won the Hy-Vee “Smiles for Education” award which donates $5,000 to the student’s school! See http://www.hy-vee.com/smiles/smiles.asp for details. Congratulations, Nancy!

Congratulations to Camille Rose, Youth Services Supervisor from the Kankakee Public Library who was awarded the first ever “Golden Ticket Award” from the Youth Services Forum at the ILA conference last week! The award is presented to an individual who has made an outstanding local contribution in library services to young people in his/her community by creating and implementing library programs that promote a love of literature and instill positive feelings about libraries. Good job, Camille!!!

PALS members were also lucky winners at this year’s ILA conference fund raiser raffle: JoAnn Potenziani, New Lenox Public Library, won the top prize of tickets to her choice of two tickets to either Wicked or Jersey Boys, both playing in Chicago. Even though JoAnn has already seen Wicked twice, she wasn’t certain of which play she’d select. Carole Dickerson, Freeport PL, won the handsome four foot tall giraffe. Hopefully, this didn’t mean that she had to leave one of her staff members behind in Springfield to make room for the new passenger on the return trip to Freeport! Peggy Danhof, PALS Board member and Fountaindale Public Library Trustee, won the fruit-of-the-month from Harry & David. Congratulations to all!

Production of "Jump Frog Jump"
On Tuesday evening, October 23 at 6 p.m., Quad City Arts Visiting Artist, the American Repertory Ballet will present a program for children of all ages (and their families) in the Children’s Program Room of the Moline Public Library, entitled, “Jump Frog Jump!”

Welcome
The Moline Public Library welcomes Bob Conklin as an Adult Services Librarian.

Closed
The Homer Township Library will be closed Saturday, October 20th & Sunday, October 21st for seal coating and striping of our parking lot.

PALS Libraries Sponsor Authors
Two PALS libraries sponsored authors at the Illinois Author’s Luncheon during the ILA Annual Conference. Both authors were introduced and were available for book signing. Reddick Library sponsored Julia Durango, author of Angels Watching Over Me and Cha-Cha Chimps. Earlville Library District sponsored D.L. Larson, author of Memories Trail and Promises to Keep. At next year’s conference in Navy Pier, let’s round up more published authors from the PALS area and again be well represented!

Missing Books - members are welcome to post information about materials that are missing in transit. As with all Prairie Views submissions, please send to prairieviews@palsnet.info.

Freebies/Exchanges/For Sale/Wanted

Prairie Area Library System offers a means for members to share discarded items to needy libraries. Procedures are outlined in the Reference Member Services Guide http://www.palsnet.info/services/reference/reference_guide.asp They are also outlined below.

Libraries wanting to offer up materials can email to Prairie Views, providing the following information:
*Library's name and phone number
*Title(s) of the items discarded

A list will be compiled for inclusion in the weekly Prairie Views newsletter. Anyone interested in freebies are to contact the library directly, (no earlier than Monday following the listing). Members are responsible for making their own arrangements. The PALS van delivery may be available for transporting items, as space and time permits.
Contact your Service Center Delivery Manager to arrange for delivery of large shipments.

PALS Members - please remember that you are asked to not request or release any items whether they are Free or For Sale until Monday following the publication of the announcement in Prairie Views. This gives library staff a chance to see the message and request the materials if they are interested. Thanks for your cooperation - we have had several complaints in recent weeks about items being released before Monday.

Working Cash Fund Legislation Passed with Override
Last week the General Assembly passed the Working Cash Fund legislation SB186 overriding the Governor’s veto. This bill allows a Working Cash Fund to be dissolved and then recreated in the same manner (back door referendum) and changes the base year that governs the total funds from 1978 to 1998. However, it applies to DISTRICT libraries only and really is only useful to those districts which are not tax-capped. If you would like to learn more about the aspects of this legislation you can go to http://www.palsnet.info/services/cl/opalarchives.asp on the PALS website and listen to Phil Lenzini’s presentation on Referenda for Non-Tax Capped libraries. He spoke in detail about the Working Cash fund during that hour. To view the actual legislation go to http://capwiz.com/ala/il/issues/bills/?bill=9358261 and choose the summary or full text version.

E-Rate Corner

As we approach the beginning of year 11 funding for E-Rate, it is a good time to start a thorough review on the entire funding process. Usually the first document prepared by participants in the E-Rate process is the technology plan. These written documents describe the technologies and associated resources, both existing and planned that will assist a school to provide educational services or a library to provide library services. Technology plans are required for all discounted services other than basic telephone service. A T-1, DSL line, Internet Access, Internal Connections, and Basic Maintenance all require a technology plan.
Here are the basic requirements of a technology plan:
It must be written before the Form 470 is filed.
It must cover all 12 months of the funding year but generally not cover more than 3 years.
The technology plan must contain five required elements:
* Goals and strategies for using telecommunications and information technology
*A professional development strategy
*An assessment of telecommunications services, hardware, software, and other services needed
*Budget resources
*An ongoing evaluation process
Finally, the Technology Plan must be approved by a USAC-certified Technology Plan Approver which in the case of Illinois libraries is the Illinois State Library.
Next time we will move on to the first required form – the 470.
For E-Rate questions contact Marilyn at PALS – Rockford at 815-229-4470 or email: marilynj@palsnet.info
